Kenneth R. Morris, MBA

President and Chief Executive Officer

Ken Morris joined Brooks-TLC in 2018 as Vice President of Operations and was promoted to Chief Operating Officer in 2020.

With over 22 years of healthcare leadership experience, he came to Brooks-TLC from his role as director of North Texas Division of Neuroscience and Baylor University Medical Center, part of the Baylor Scott & White Healthcare System, in Dallas. Ken previously served as an assistant vice president for Atrium Health’s 36 hospital system in North and South Carolina.

Mr. Morris holds a Master of Business Administration from the University of Texas at Arlington, and a Bachelor of Science Degree in Health Administrative Services from Weber State University, Ogden, Utah.

Morris is a member of the American College of Healthcare Executives. Locally, he is a member of the Dunkirk-Fredonia Rotary Club and the Chautauqua County Chamber of Commerce.

He resides in Fredonia with his wife, Larissa, and children.

Julie Morton, MS, BSN, RN

Chief Operating Officer/Chief Nursing Officer

Julie Morton joined Brooks-TLC in 2015 as assistant nurse manager and promoted soon after, to clinical nurse manager.

In 2017 she was promoted to director of nursing for emergency services.

With over 25 years of nursing leadership experience, Ms. Morton oversees the delivery of nursing care across the System. In addition to her clinical responsibilities, Julie is additionally responsible for ensuring system-wide adherence to outside regulatory and legal requirements, and internal policies and procedures. As chief operating officer, she is responsible for aligning all clinical operations as well as other day-to-day operations – developing and overseeing strategic and operational plans, as well as growth and business development initiatives.

Before coming to Brooks-TLC, Ms. Morton served as a charge nurse at UPMC Chautauqua WCA in Jamestown.

She holds a Master of Science Degree in Nursing Executive Leadership from Daemen College, a Bachelor of Science Degree in Nursing from Gannon University and an Associate of Applied Science Degree from Alfred State College of Technology.

Marlene Hassenfratz, DO

Chief Medical Officer/Vice President for Quality

Dr. Hassenfratz returned to Western New York and joined the Brooks-TLC Leadership Team in March 2021 from the Veteran’s Administration (VA) System.

Dr. Hassenfratz previously served in several leadership roles, including: chief of staff Roseburg VA Healthcare System in Oregon, deputy chief of staff of the Eastern Colorado VA Healthcare System and as a physician executive of Chillicothe VA Medical Center in Ohio. With over 14 years of physician leadership experience, Dr. Hassenfratz will work with the medical staff and the hospital to align resources and strategies for the future of care delivery.

Additionally, Dr. Hassenfratz is an interventional pain physician and served the Buffalo area in 2009 and 2010. She completed her residency in Physical Medicine & Rehabilitation at the Erie County Medical Center following an internship at Sisters of Charity Hospital.

She holds a Doctor of Osteopathic Medicine Degree from the Lake Erie College of Osteopathic Medicine and a Bachelor of Science Degree from Youngstown State University in Ohio.
